FEDERAL MINISTRY OF THE INTERIOR – Berlin

 

A new building for the Berlin headquarters of the Federal Ministry of the Interior (BMI) was constructed on the Moabiter Werder Nord in Berlin-Mitte. Three Berlin divisions of the BMI, including the BMI Federal Police Station with a total of approx. 1,200 employees, were brought together in the building complex. In addition, for reasons of economy, provisions were made to accommodate BMI Bonn in the event of a move to Berlin.

With the demanding and complex new building, the highest requirements for design, functionality, energy efficiency and cost-effectiveness were implemented.

The approximately 31,000 m² federally owned site along the railroad line, which was selected for the use of the ministry (BMI Berlin) as well as its expansion options (BMI Bonn) and other federal uses in a total of three construction phases, is located in the immediate vicinity of the government district and the new Berlin central station. The winning design of the two-phase architectural competition was submitted by the Berlin architectural firm Müller Reimann Architekten. 

The building project consists of several sub-projects. These include:

the main building, a two-story parking deck, a guard building, control building, security fencing, geothermal system with probes in the outdoor area.

 

Due to a slight slope, a very high groundwater table and, in part, low load-bearing subsoil, various special civil engineering and subsoil procedures were required for excavation and foundation construction (e.g. trough construction with low-lying sealing base and sheet piles, HDI underpinning, underwater concrete, pile foundation). The building will be heated by geothermal energy. Planning and execution meet the highest safety requirements formulated by the BMI, BKA and BSI. The construction site borders directly on a city and a long-distance railway line as well as on a public park. The construction site supply and disposal as well as the construction operation itself therefore placed high demands on logistics and process planning.
